The Local Control and Accountability Plan (LCAP) is an important part of CA’s local control funding formula. In the weeks and months since the State Board of Education (SBE) adopted the Local Control Funding Formula (LCFF) and Model Local Control and Accountability Plan (LCAP) rules, school districts have received a number of questions about LCAP. California School Services has compiled some of these questions and answers here for our stakeholders to review.
LCFF stands for Local Control Funding Formula. Local means us! LCFF is changing the way California schools are funded and the accountability structure that supports it. Basically, it’s about changing how schools receive money from the state and how they invest it in results. In doing so, the state is moving away from funding school districts as a “one-size-fits-all” approach to a new approach that provides extra support to students who need it most. This change is a big change from the way public schools are funded, and it will take some time to transition to this new funding system starting in the 2013-14 school year.

The LCFF was approved by the California Legislature and Governor Brown in June 2013 and is valid for the 2013-14 school year. Currently, school districts are funded through a hybrid model of the previous model (Revenue Cap) and the new model (LCFF). This funding will be fully utilized by the 2010-2021 school year.
Since the LCFF will be in effect for 8 years, the new formula will be a separate method of distributing state dollars to school districts.
Under the previous model, there were more than 40 funding categories, each for a specific purpose defined by the State of California. The LCFF model basically created three types of funding with local discretion to determine how the funds are spent. By controlling funding at the local level, LCFF enables LAUSD to better serve our high-needs students.

Through LCFF, school districts must link their budgets to improvement goals by creating a Local Control and Accountability Plan (LCAP) with input from parents and community representatives. This plan is developed by the Coronado Unified School District as a whole and is approved by the Board of Education each season. Parents and other stakeholders are encouraged to participate in the development of the LCAP.

Districts set local targets, taking input from various stakeholders, to address the above eight targets. In addition, districts are required to demonstrate the steps they are taking to achieve locally projected goals in specific subgroups identified in the LCAP using the state-issued LCAP template.

The Coronado Unified School District must adopt the LCAP, which adopts the district budget by July 1 of each year, usually at the last school board meeting in June.
